Introduction to Strategic Energy Planning (SEP) and Strategic Energy Management (SEM)

This course provides a simple plan that will enable any organization to implement a successful energy reduction program in a very short time with little cost. Some Utilities out west are following this plan for their large commercial customers.  The utility funds an energy manager position to manage their energy reduction program. The utility provides the training to get the program going and later will fund energy projects with good simple payback to be reimbursed by the commercial company from the savings in energy bills.

Strategic Energy Management (SEM) five conditions are explained and demonstrated. First, top management must make energy costs reduction a priority by establishing an energy reduction goal..  Three actions that enable them to do this are given and explained. The second requirement is to implement no cost or little cost objectives that will bring almost immediate favorable results.  Over 50 of these items are presented. The third requirement is to use a Top Down Strategic Energy Deployment System. Four possible systems are explored so that the participant can decide which one is best for his or her organization.  The fourth requirement is to Align Your Vectors. Get the right organization in place to produce the deliverables necessary for SEM to be successful. Energy metrics are introduced that are actionable and will drive SEM’s implementation.  The fifth requirement is to create an energy culture that will help find energy waste and fix it. The human factors that should be considered and other key variables that must be addressed are discussed.  An instrument to survey the participant’s current organization is used.  Some key events and actions being taken in SEM today are discussed including covering SEM for a more advanced energy management system that can produce significant results.

MARVIN T. HOWELL is a past senior energy and solar consultant with SkyPower Energy Corporation in Arlington, Texas. As a contracted senior environmental associate with Analytical Services Inc. for eight years, Mr. Howell implemented environmental management systems at eight U.S. DEA facilities, including labs, division offices, an intelligence center and an air operations center. In this capacity, he was instrumental in planning and designing several energy management initiatives that resulted in significant energy cost saving improvements throughout the DEA facilities. Previously Mr. Howell was manager of distribution planning and reliability for Florida Power and Light, and also served as a Lt. Colonel in Air Force civil engineering, where he was involved in energy reduction efforts, reliability centered maintenance, project management, construction and maintenance management, efficiency and productivity improvements. He holds a BS degree in mechanical engineering from Mississippi State University and a masters in industrial engineering from the University of Pittsburgh. In 2014 he authored the book, Effective Implementation of ISO 50001 Energy Management System, published by ASQ Quality Press.
